Meet James Blatter, the Emergency Services Manager at the Truckee Police Department!

How James Serves Truckee:
James joined Truckee PD’s Office of Emergency Services in February 2024, bringing 15+ years of experience in emergency response, public safety administration, and risk management. A graduate of Cal Poly San Luis Obispo with a degree in Business Administration and Global Politics, he previously served as San Luis Obispo’s Emergency Manager and Fire Department Public Information Officer. As Emergency Services Manager, James plans, coordinates, and implements Truckee’s emergency preparedness programs, ensuring readiness for disasters. He leads training, drills, and exercises, manages disaster response and recovery, and ensures compliance with federal, state, and local regulations—working closely with Town departments, external agencies, and the public to enhance community resilience.

Fun Facts About James:
• James and his wife, Lauren, have identical twin boys and a wonderful daughter.
• He once ran 14 miles on a badly sprained ankle during a 31-mile trail race—only losing two spots in the process!
• He took a 24-hour bus ride across Argentina.
• He loves exploring the Tahoe-Truckee region, running, and fly fishing.

On Saturday, March 8th, at approximately 6:00 PM,

On Saturday, March 8th, at approximately 6:00 PM, Truckee Police responded to a vehicle versus pedestrian collision on Donner Pass Road near the Tahoe Donner boat launch.

Sadly, once police arrived, they located two pedestrians who were involved in the collision. One was pronounced deceased at the scene, while the other was transported to the hospital with major injuries.

The driver was contacted at the scene and subsequently arrested for 192 (c)(2) PC-vehicular manslaughter and was booked into the Nevada County Jail. At this point of the investigation, it does not appear that alcohol or drugs were a factor of the collision.

The names of the victims will not be released at this time. The decedent was turned over to the Nevada County Sheriff’s Office Coroner. This is still an active investigation. If you have any information regarding this incident, please call the Truckee Police Department at 530-550-2320.

As of 6:45 PM on Saturday March 8th Donner Pass Rd. is closed in the area near Donner Lake State Park due to a Traffic Collision. There is no estimated time of reopening.

REMINDER: Truckee Police Community Discussion today Thursday, March 6th at 5:00 p.m., in the Council Chamber at Town Hall.

California law requires a yearly community meeting to discuss the Police Department’s annual report on its inventory of military equipment, as defined by California Government Code 7070. This meeting serves as an opportunity to provide education to the public on our department’s use of this equipment, as well as allow for any community questions to be answered on the topic. The input received will help shape our annual report being sent to Town Council this calendar year.

Our department policy on military equipment has is displayed for public view on our website’s transparency page, as well as the proposed 2025 military equipment list.

Meet Jeanine Crager, a Police Records Technician at the Truckee Police Department!

How Jeanine Serves Truckee:
Jeanine joined Truckee PD in early 2024, bringing 15 years of experience from Palm Springs PD. Before discovering her passion for law enforcement records, she worked in banking and parks & recreation. Jeanine holds a Bachelor’s Degree in Legal Studies from the University of La Verne. Now, as a Police Records Technician, she keeps operations running seamlessly— managing records, processing reports, handling information requests, and ensuring compliance with regulations. A true expert in crime data validation, quality assurance, and organization (which she LOVES!), Jeanine is an essential part of the team!

Fun Facts About Jeanine:
• Jeanine was invited on stage to dance with Chris Isaak and the Beach Boys (separately, but still amazing!)
• She loves dressing up for Halloween and theme parties!

Meet Officer Ruano, a Police Officer at the Truckee Police Department!

How Officer Ruano Serves Truckee:
Officer Ruano joined Truckee PD in 2021 after serving with the Lassen County Sheriff’s Office. He holds a degree from California State University, Sacramento and has extensive law enforcement experience, including roles as a Field Training Officer, Detective, Detective Sergeant, Narcotics Task Force Officer, Child Forensic Interviewer, and Off-Highway Vehicle Supervisor. Now assigned to Truckee PD’s Traffic Unit, Officer Ruano is dedicated to keeping Truckee’s roads safe by monitoring and enforcing traffic laws, assisting motorists, providing traffic control during accidents and incidents, handling a variety of patrol duties, and responding to emergencies.

Fun Facts About Officer Ruano:
• He loves snowboarding, fishing, and fixing things.
• He enjoys racing dirt bikes with his family.

How Kyle Serves Truckee:
As Support Services Division Commander, Lieutenant Vickers oversees Investigations, Records, Property & Evidence, Recruitment, Training, Policy Management, and Professional Standards, ensuring Truckee PD runs efficiently. He has served Truckee PD since 2012, with prior law enforcement experience at the Ventura County Sheriff’s Office and in the U.S. Army Military Police Corps. He holds a Master’s Degree in Management & Organizational Leadership and a Bachelor’s Degree in Emergency & Disaster Management.

Fun Facts About Kyle:
• Kyle loves camping, fishing, and trapshooting in his free time!
